Purpose
The Enigmatic Council was created
by like-minded individuals to enhance the enjoyment of their
EverQuest playing experience on the Prexus (formerly of the
Terris-Thule) server.
The guild's
strength lies in our friendship, combined talents, honor, integrity,
teamwork, loyalty, and dedication to the guild and to each other.
The leaders of the guild believe in these values and ideals.
All guild members are bound by the same.

ByLaws
- Before a player
can be invited to the Council, they must be grouped with a member
in good standing for not less than two hours real time.
Only a member in good standing can sponsor a new member.
- The
minimum level to join the guild is currently 20, though this may
change at the discretion of the ranking officers.
Regardless of level, we ask you to make sure that you are ready
to commit yourself to a guild. Guild membership is one of
the aspects of the game that can really enhance your experience
in Norrath, but it does require some dedication and
loyalty. Alts of members in good standing must attain
level 10 before being tagged.
- Players invited
into the Council will serve a probationary period of 30 (real
time) days.
This is a time to see whether you feel happy within the guild,
giving us the same opportunity with regards to you. Once
this period is up, you are welcome to stay in the guild
or free to leave without repercussion. Those players not
accepted by the Council will be notified by an officer.
- Once the
probationary period is satisfactorily completed, the player is
then considered a member in good standing with the guild.
They may have their alts tagged as members, and sponsor other
players for membership.
If the probationary member has not been active since being
tagged and/or has not registered for the guild communication
board, they will remain in probationary member status.
- If the
probationary period is not satisfactorily completed, it
is up to the discretion of the ranking officers to dismiss the probationary member
or to grant a 30-day probation extension. Any
infraction during probation will also be treated in the same
manner.
- All members
should be registered to use the Council's board for
communication purposes.
- Former
members wishing to rejoin the guild must have full officer approval,
in addition to having a sponsor, and shall go through the same
probationary period as new members.
- Council members
are not permitted to use the "anonymous" setting when
in Norrath. If you prefer that other players not see your
class/race/location, please use the "role play"
command.
- Council members
will honor all guild alliances and treat those members as our own.
- Members
who do not have their main character in the guild or are
officers in another guild are not
eligible to vote in Council matters in the event of such a vote.
- All
members are expected to operate within the Terms
of Service and Rules
of Conduct set forth by Sony Entertainment in addition to
the Guild's Bylaws. Members found to be in violation will
be placed on probation.
- Each
player will have ONE designated main character.
- Multiple Council-assisted
epic quests are permitted with the following caveats:
1.
A member must wait 6 months following the completion of one epic
quest to request the aid of the guild for another.
2. The toon must be level 46 or
higher.
3. Main toons have priority.
- Bazaar trader characters
may be tagged into the Council if desired. They will be
denoted as such in the in-game roster.
- When a
member leaves the Council, we ask that you do so with
dignity. Alts remaining in the guild shall be removed from
the roster by the officers. We ask that you return anything borrowed from the bank or
guild members.
- The
decision of the Guild Leader shall be final.
Officers
- All officers are
expected to provided some sort of administrative role in the
Council. These duties involve planning activities for the
members, obtaining information on behalf of the Council and
keeping the in-game roster up-to-date.
- Officers
of the guild may be tagged, or not, as determined by the Guild Leader.
- Each officer's
duties will be assigned on an individual basis, according to that
person's abilities, desires and the needs of the guild.
- All
tagged officers are
expected to /guildinvite approved individuals if they are either in
the zone with the prospective member or nearby. They are
responsible for updating the in-game roster with the appropriate
information.
- Each (main character)
officer may have up to two alts tagged as officers at their
discretion.
- Members
in more than one guild and probationary members are not eligible to be
officers.
Members
- All members are
expected to assist the guild in recruiting. These actions
are strongly encouraged and vital to the strength of the
Council.
- Members are
expected to come to the aid of their guildmates when requested.
After all, we are here to help each other. This does
not mean you face extreme risks yourself, but if you can safely help by
any means, you should. Real life concerns, of
course, come first.
- Grouping within
the Council is highly encouraged, but certainly not required.
- Members are
expected to provide any services (ports, buffs, rezzes) to
guildmates free of charge. When asked to perform/provide
tradeskills, spells, potions and buffs requiring components, potions, and
etc., the components and/or cost thereof, should be supplied by
the member seeking said service. Please do not abuse
this privilege. Members are not expected to always be
available for such services and reserve the right to decline.
- Members are
prohibited from participating in any activities such as kill
stealing, ninja looting, begging from PCs, bug exploitation or intentionally training a
zone, person, or other party.
- The Council is a valuable source of information and members are
willing to help answer questions, give recipes, directions, etc.
in addition to everyday guild life. Please do not abuse
this privilege. You will need to do some research on your
own.
- It is
highly recommended that all Alternative Achievement eligible
characters attain Run Speed 3 ASAP.

Guild
Etiquette
- All guild
members should keep in mind that they represent the Council at all
times. Your actions reflect on the entire guild
membership. Members reported for exhibiting unbecoming
behavior will be placed on probation.
- While Council members will try to accommodate guildmates when help is needed,
care should be taken not to abuse this privilege.
- Please show
proper respect to all adventurers of Norrath when using /ooc,
/shout, /tell and channels.
- Discriminatory
remarks that are disrespectful of race, gender, age, beliefs,
age, background or other personal remarks will not be tolerated.
- Twinking is not
necessarily discouraged, however, do not expect the Council to
twink you! The same goes for power leveling.

Looting Rules
All
Council hunts and raids will be governed by the "need before
greed" philosophy. Items will be awarded to the character
who can best use it. When an item drops, only the people that can,
and will,
use the item enter the lotto for it. This rule is in place for
class/race/deity specific drops, as well as all/all items. The
lotto will be conducted by using the /random feature in the game for
rolling of the dice. The raid team, ranking officers present
or the Guild Leader may wish to institute a
"time-invested" policy for certain drops, whereby members
who consistently support guild functions will be given preference
over a member who does not.
How
it works: Item X drops during a raid and is usable
by four members present, however, two members have an item that is
better. Of the remaining two members, one member would only
use the item occasionally while the remaining member would gain a
significant upgrade and use the item daily. This last member
will be awarded the drop with no lotto. (If both the members have equal
need, those two members shall roll on the item.)
In
cases where a drop does not constitute a
significant upgrade for any member present, all interested members
may roll.
Winners of rolls are encouraged (but not required)
to hand their old item down to another member who can use it.
Guests of the Council may roll on the item if no guild member is in
need of it.
Main
characters always take precedent over alts.
During
events
that are held to camp a cash-type or utility item, EE Bags or
Efreeti Boots, for example, everyone will be eligible to roll with
mains taking precedence over alts..
In
the event that the Council requests that a player bring one toon over
another (i.e. a druid is needed is for evacuation over a melee) to a guild
raid and the player would like to forego loot rolls for the toon
present in exchange for a different toon, the officers will make a
determination on a case-by-case basis. If allowed, the
information will be announced at the commencement of the raid.
In
the event of no-drop quest loot that no member present can use, an
officer or person otherwise designated by the Raid Team will loot
the item for possible multi-questing at a later date.
Persons
playing multiple characters (double-boxing, etc.) will be permitted
to roll with one character only and this character should be
identified at the start of the event. In the case of an item
that will rot because no one present is in need of it, the second
character being played would be permitted to loot such an item.
Please
note that there will always be exceptions that arise. The Raid
Team, ranking officers present or the Guild Leader will work hard to
ensure that drops are distributed fairly.

Use of the
Council's vault
The Guild's bank, comprised
of items have donated by your fellow guildmates for the good of the
order.
Items in the
Council's banks are not for sale. Items in the bank may serve
to better your current armor, tide you over until you get that quest
piece or perhaps allow you to "try-before-you-buy" an item
from another source.
We ask that you be courteous
and mindful of your guildmates in regards to your withdrawals.
As the bank accumulates better
items, existing inventory may be given as tribute, sold for profit
or given to newbies as a gesture of community goodwill.
